Expands the Council on Elementary and Secondary Education from 8 to 10 governor-appointed members, with quorum increased from 5 to 6 voting members

Grants the Rhode Island Teacher of the Year voting member status on the Council (previously ex-officio), serving a one-year term after their Teacher of the Year term expires

Elevates the chairperson of the Student Advisory Council from non-voting to voting member status on the Council on Elementary and Secondary Education

Expands the Rhode Island Board of Education from 17 to 19 public members, adding the Teacher of the Year and Student Advisory Council chairperson as voting members requiring Senate confirmation

Requires the Student Advisory Council to meet at least quarterly (previously "from time to time")
