Establishes an Extended Producer Responsibility (EPR) program requiring producers of packaging and paper products to fund and coordinate municipal recycling programs through a nonprofit producer responsibility organization approved by the Department of Environmental Management

Creates a 13-member advisory board with representatives from local governments, materials recovery facilities, environmental organizations, retailers, and composting facilities to oversee program development and review annual reports

Requires producers with over $5 million in annual revenue and more than one ton of covered materials to join the producer responsibility organization by July 1, 2027, and pay dues based on material type and recyclability, with eco-modulation factors to incentivize sustainable packaging design

Mandates service provider reimbursement rates starting at 50% of net recycling costs in year one, increasing to 75% in year two, and 90% thereafter, with targets for minimum collection rates, recycling rates, and postconsumer recycled content by December 31, 2033 and 2038

Repeals the existing $0.08 per case beverage container tax upon final plan approval and redirects enforcement penalties to the Ocean State Climate Adaptation and Resilience Fund
