Establishes Extended Producer Responsibility (EPR) program requiring packaging and paper product producers to join a Producer Responsibility Organization (PRO) by September 1, 2027, and pay fees to fund recycling, composting, and reuse services for covered materials

Creates a beverage container recycling refund program with a $0.10 deposit on glass, plastic, and metal containers (40ml to 1 gallon capacity) beginning July 1, 2030, with redemption rate targets of 65% by 2033 and 85% by 2036

Requires PROs to submit program plans by January 1, 2029, conduct needs assessments, establish performance targets for recycling, composting, reuse, and source reduction, and report annually to the Department of Environmental Management

Establishes two advisory councils (packaging program and recycling refund) with representatives from manufacturers, environmental organizations, labor, local governments, and other stakeholders to review PRO activities and advise the department

Prohibits producers from introducing covered materials after July 1, 2030 unless participating in an approved PRO or individual plan, with civil penalties up to $1,000 per violation per day ($10,000 for subsequent violations)
