Prohibits healthcare facilities, hospitals, and health systems from billing, charging, or collecting facility fees for services provided at off-campus locations (more than 250 yards from hospital main buildings)

Services provided via telemedicine are deemed off-campus and therefore cannot include facility fees

Requires off-campus hospital locations to obtain and use unique National Provider Identifiers (NPIs) separate from the main hospital's NPI on all claims submitted on or after January 1, 2027

Health systems must obtain unique NPIs for each physical site and each provider type where they deliver medical care, services, or goods

Office of the Health Insurance Commissioner must report to legislative leadership if federal CMS rules provide a substantially similar alternative requirement
