Creates a 17-member special legislative commission to study women's reproductive health across all life stages, including adolescence, fertility/infertility, pregnancy, perimenopause, menopause, and post-reproductive health

Commission membership includes 2 House Representatives, state health officials, insurance company executives (Blue Cross Blue Shield RI, Neighborhood Health Plan), Planned Parenthood leadership, and 8 Speaker-appointed specialists including OB-GYN physicians, fertility experts, and individuals with lived reproductive health experience

Study areas include availability of clinical services and specialists, adequacy of Medicaid and commercial insurance coverage, racial/ethnic/socioeconomic disparities in diagnosis and treatment, and gaps in provider training and public awareness

Commission members receive no compensation; all state departments must provide requested information and the Speaker of the House must provide suitable meeting quarters

Report due to the House of Representatives by March 2, 2027, with the commission expiring on May 2, 2027
