Prohibits compelling any person to produce or disclose a private key related to digital assets, digital identities, or other interests in civil, criminal, administrative, legislative, or other state proceedings

Creates an exception allowing compelled production of private keys only when a public key is unavailable or unable to disclose the requisite information about the digital asset or interest

Defines "private key" as a unique cryptographic data element held by a person, paired with a publicly available element, and associated with an algorithm necessary to execute transactions

Preserves the ability of lawful proceedings to compel the production, sale, transfer, or disclosure of the digital asset itself or information about it, without requiring disclosure of the private key

Takes effect immediately upon passage
