Requires PLAs on state-assisted local government projects of $25 million or more when the state provides 35% or more of the construction budget

PLAs must include mandatory provisions: binding all contractors/subcontractors, allowing competition regardless of union affiliation, no-strike/no-lockout guarantees, labor dispute resolution procedures, and minimum 15% registered apprentice workforce

Exempted projects must submit certified craft labor staffing plans demonstrating apprenticeship programs and labor deployment sources as a material contract term

Excludes Rhode Island Department of Transportation from the state contracting agency definition; takes effect upon passage
