Requires the Division of Motor Vehicles to automatically identify and register to vote all REAL ID applicants who provide documentation demonstrating U.S. citizenship and are of voting age, with their information transmitted to the statewide voter registration system within one business day.

Applicants receive a mailed notice with 14 days to decline registration or address updates; those who do not decline are automatically registered, and their information remains confidential during this period.

Prohibits voter registration opportunities for applicants who provide documents showing lack of U.S. citizenship, affirm non-citizenship, or apply for driver privilege cards/permits under chapter 10.4 of title 31.

Expands automatic voter registration procedures to other state, federal, local, and education agencies that collect citizenship documentation, with citizenship verification permitted through database matching.

Requires the DMV to certify to the General Assembly by June 30, 2028 that its computer system (RIMS) can meet the new requirements, with provisions taking effect 30 days after certification.
