Creates a Bureau of Public Protection within the Department of Attorney General, led by an assistant attorney general, with at least 4 units covering consumer protection/antitrust, healthcare regulation, environmental protection/energy, and civil rights

Consolidates existing advocate positions under the bureau, including healthcare advocate, insurance advocate, civil rights advocate, lead advocate, environmental advocate, and antitrust division

Authorizes the Attorney General to investigate and seek court orders against businesses or government entities engaged in "persistent illegality" or "repeated illegal acts" violating federal or state civil law

Available remedies include injunctions, restitution, damages, and penalties, as well as cancellation of business certificates filed with the Secretary of State; authority explicitly excludes criminal law enforcement

Requires annual reporting to legislative leaders by April 1 each year on investigations conducted, court applications filed, outcomes, and recommendations
