Expands definitions in Rhode Island's Gift Card Fraud chapter to include terms such as "cardholder," "card issuer," "closed-loop gift card," "open-loop gift card," "gift card redemption information," and "gift card seller"

Creates criminal penalties for fraudulently acquiring or retaining gift cards or redemption information without consent: up to $1,000 fine and/or one year imprisonment for amounts under $1,500, plus restitution

Classifies gift card fraud exceeding $1,500 as larceny subject to felony penalties under § 11-41-5, including using stolen gift cards to obtain money, goods, or services

Makes altering or tampering with gift cards with intent to defraud a forgery offense under § 11-17-1

Aggregates gift card fraud totaling over $1,500 within any consecutive six-month period into a single felony larceny charge
