Extends existing contraband laws for adult correctional institutions to cover Rhode Island's Training School for Youth, a juvenile detention facility operated by the Department of Children, Youth and Families

Prohibits conveying drugs, tobacco, portable electronic communication devices, or potential weapons to youth facility residents without consent from the executive director of the Division of Youth Development

Violations are punishable by up to 10 years imprisonment, a fine up to $5,000, or both

"Resident" is defined to include all detained youth whether held on adjudication or pending delinquency/waywardness petitions, but excludes those on home confinement
