Adds felony convictions (including nolo contendere pleas) to the list of offenses that prohibit a person from purchasing, owning, carrying, transporting, or possessing firearms in Rhode Island

Creates a separate penalty for felony-based firearm possession violations: imprisonment of up to 10 years, without the mandatory minimum that applies to other prohibited categories

Modifies sentencing for other firearm possession violations to allow courts discretion on sentences beyond the first 2 years, rather than requiring the full 2-10 year sentence without suspension or probation

Existing prohibitions remain in place for crimes of violence, domestic violence offenses, fugitives from justice, and persons subject to protective orders

Takes effect immediately upon passage
