Requires sellers to complete a background check through state police, municipal law enforcement, or NICS before selling or transferring ammunition, shotgun shells, gun powder, primer, bullets, or loading components

Exempts sales to active law enforcement officers and wholesale sales to licensed retail dealers from the background check requirement

Prohibits persons legally barred from possessing firearms from possessing ammunition, punishable by up to 1 year imprisonment and/or $1,000 fine

Imposes fines up to $500 per violation on sellers or transferees who violate the background check provisions

Takes effect immediately upon passage
