Allows persons with multiple felony convictions to file for expungement of any or all felony records, provided none of the convictions are for crimes of violence

Changes the waiting period calculation from "completion of sentence" to "date of conviction" for both misdemeanor (5 years) and felony (10 years) expungement eligibility

Excludes multiple convictions under chapter 29 of title 12 (fugitives from justice) from eligibility for expungement under the new multi-felony provision

Requires petitioners with multiple felonies to demonstrate no arrests or convictions for 10 years, no pending criminal proceedings, and good moral character to qualify for expungement

Takes effect upon passage
