Requires mandatory installation of Intelligent Speed Assistance (ISA) devices—GPS-based aftermarket devices that actively limit vehicle speed—for drivers whose licenses were suspended for excessive speeding (20+ mph over limit in 40 mph zones, 30+ mph over in faster zones), racing, reckless driving involving speed, or multiple moving violations

ISA devices must remain operational for at least 12 months following license reinstatement, with offenders bearing all costs for leasing, installation, removal, and maintenance

Noncompliance penalties include immediate license re-suspension or revocation and extension of the ISA requirement by an additional 6 months; tampering with devices or operating without one constitutes violations

Establishes Department of Motor Vehicles oversight for certifying ISA device providers and installers, requiring annual criminal background checks for installation personnel

Mandates annual reporting to the governor and legislative leaders on program data including recidivism rates and user compliance, with data privacy protections limiting disclosure to court orders, statutory requirements, or depersonalized research purposes
