Expands Rhode Island Star eligibility to include civilian government employees and military/civilian senior leaders of foreign governments for outstanding service and contributions to Rhode Island, in addition to current military personnel eligibility

Creates the Rhode Island Legion of Merit, awarded by the adjutant general to military personnel and retirees in key leadership positions who demonstrate exceptionally meritorious service to state or federal government

Establishes the Rhode Island State Partnership Program Ribbon for military personnel serving 5 consecutive days in one of Rhode Island National Guard's state partnership program countries

Creates the Rhode Island Funeral Honors Ribbon for military personnel serving as members of funeral honors teams

Limits each award to one per person, with bronze oak leaf clusters awarded for subsequent qualifying service; State Partnership Program and Funeral Honors ribbons may be awarded retroactively at the adjutant general's discretion
