Requires the Department of Administration to conduct a comprehensive workforce analysis of the Rhode Island Veterans Home in Bristol within 60 days, examining wage competitiveness, vacancy rates, transportation and housing barriers, and bed capacity utilization.

Mandates a corrective action plan within 45 days after the analysis, identifying wage adjustments, hiring incentives, job classification changes, and a schedule for reopening closed beds that are currently unavailable due to staffing shortages.

Directs the Department of Administration to review and update job classifications and pay grades for veterans home positions by November 15, 2026, with fiscal implications transmitted to legislative finance committees by November 25, 2026.

Requires the workforce analysis and corrective action plan to be made publicly available and transmitted to the auditor general, with any spending recommendations subject to legislative appropriation approval.

Preserves collective bargaining rights and specifies that classification changes apply only to veterans home employees, not automatically to other state workers.
