Creates Chapter 71 under Rhode Island criminal offenses to authorize non-charitable bingo operations at the Lincoln and Tiverton gaming facilities, regulated by the state lottery division

Grants the lottery division authority to license and regulate bingo operations, equipment, electronic bingo aids, and operators, with Rhode Island State Police empowered to investigate ownership and revoke licenses

Restricts participation to persons 18 years or older and requires regulations to be promulgated within 180 days of enactment

Allocates non-charitable bingo revenue as follows: 15% to the state, 84% to the licensed operator, and 1% to host municipalities (Lincoln receives 80% and Tiverton receives 20% of the municipal share)

Establishes technical standards for electronic bingo aids including requirements for accountability, card verification, fairness, and prevention of unauthorized card transfers during games
