Exempts the University of Rhode Island Board of Trustees from state land acquisition and property management rules, except for property sales or leases exceeding 5 years

Removes URI from state procurement law requirements (Chapter 37-2) for all purchases except those funded by general obligation bonds, allowing the university to establish its own contracting procedures

Exempts URI from full-time equivalent (FTE) position limitations, effective retroactively to July 1, 2025

Expands allowable uses of landscaping fund revenues to include safety and security improvements in addition to landscaping and parking facilities

Authorizes URI to establish its own internal audit functions and controls, with audit findings transmitted to the state office of internal audit and program integrity
