Establishes the "Healthy School Meals for All" program phased over three years: elementary schools in 2027-2028, middle schools added in 2028-2029, and all K-12 students by 2029-2030

Requires all public schools participating in federal School Breakfast and National School Lunch Programs to provide breakfast and lunch at no charge to all enrolled students every school day

Mandates schools maximize federal funding through USDA Provision 2, Community Eligibility Provision (CEP), or other federal programs, with eligible schools required to participate in CEP or forfeit state funding

Directs the Department of Elementary and Secondary Education to reimburse schools the difference between federal free meal reimbursement rates and actual federal reimbursement received

Requires the General Assembly to appropriate funding as a separate budget line item, treated as entitlement dollars, plus funding for one full-time state employee to administer the program
