Increases state reimbursement caps for public library construction projects on an interim basis, with 50% reimbursement up to $370.20 per square foot for new construction and $308.50 per square foot for renovation/remodeling.

Sets maximum total reimbursement per project at $12,340,000 and caps site costs at the lesser of $1,234,000 or 10% of total project cost.

Applies to eligible project costs incurred between June 30, 2025 and June 30, 2031, or until the Office of Library Information Services promulgates amended regulations with higher caps.

Applies retroactively to all eligible costs incurred on or after July 1, 2025, automatically amending existing reimbursement agreements by operation of law.

Establishes automatic 3% annual increases to all reimbursement caps beginning July 1, 2027.
