Requires Rhode Island Medicaid to cover services provided by licensed certified professional midwives (CPMs) who hold North American Registry of Midwives certification and state licensure

Reimbursement rates must align with Medicaid methodologies for other maternity care providers, with no physician supervision, signature, or referral requirements unless imposed on other providers for the same service

Executive Office of Health and Human Services (EOHHS) must establish credentialing and enrollment requirements for CPMs to participate as Medicaid providers

EOHHS must collect and report utilization and expenditure data on CPM services to Medicaid beneficiaries beginning July 1, 2028, and annually thereafter

Takes effect upon passage and supersedes any conflicting state or local laws or regulations
