Doubles the minimum uniform oil spill response and prevention fee from $0.05 to $0.10 per barrel of petroleum products or crude oil received at Rhode Island marine terminals

Expands the purpose of the Underground Storage Tank Financial Responsibility Fund to include supporting projects and initiatives that reduce emissions and meet Act on Climate goals

Authorizes the Oil Spill Prevention, Administration and Response Fund to support Executive Climate Change Coordinating Council (EC4) efforts to reduce climate emissions

Adds new funding sources to the RGGI-Executive Climate Change Coordinating Council restricted receipt account by including Underground Storage Tank fund allocations

Takes effect immediately upon passage
