Restores the provision that affordable housing units shall be counted toward a municipality's low- and moderate-income housing threshold at the time of building permit issuance, rather than upon occupancy

Reinstates required findings for denial of comprehensive permit applications, specifying five conditions under which a local review board may deny an application, including inconsistency with an approved affordable housing plan or significant negative health/safety impacts

Applies specifically to the Town of Portsmouth and amends Rhode Island General Laws Chapter 45-53 governing low and moderate income housing

Reverses changes made by P.L. 2025, chapters 363 and 364, which had repealed these provisions

Takes effect July 1, 2026
