Creates a new "distillery off-premises event endorsement" under the Class P license, allowing licensed Rhode Island distilleries to sell and serve their own distilled spirits at off-site events such as weddings, corporate functions, festivals, and private celebrations using mobile bar units or temporary service structures.

Limits distilleries to selling only spirits they manufacture themselves; sales of other distilled spirits are prohibited under this endorsement.

Requires the Department of Business Regulation to establish rules covering event permit requirements, insurance and liability standards, responsible server training, municipal consent or notification procedures, and potential caps on annual endorsements.

Violations of the distillery off-premises event endorsement provisions are punishable by fines up to $500, paid to the Department of Business Regulation.

Takes effect immediately upon passage.
