Beginning calendar year 2026, health insurers would be assessed an additional $30 million annually to support primary care and critical healthcare programs, including the MomsPRN and PediPRN teleconsultation lines

The Department of Health would manage PediPRN and MomsPRN programs statewide, providing psychiatric consultation and workforce development to primary care, specialty care, and community-based health providers

The existing restricted receipt "PRN account" would be eliminated and replaced with direct management by the Department of Health, with funds deposited as general revenues

Programs support behavioral health and substance use capacity by offering teleconsultation services to providers treating children, perinatal patients, and mothers with mental health concerns

The act would take effect upon passage
