Secretary of State may establish an online nomination paper portal allowing voters to electronically sign candidate nomination papers for any office they are eligible to vote for in the general election

Voters using the portal must verify identity by providing name, date of birth, zip code, and valid Rhode Island driver's license or state ID number, and must affirm information accuracy under penalty of perjury

Electronic signatures count toward required signature thresholds for ballot qualification (ranging from 50 signatures for state representatives to 1,000 for U.S. Senator or Governor)

Portal must comply with ADA Title II requirements and WCAG 2.0 Level AA accessibility standards; may be fully implemented for the 2028 presidential preference primary and subsequent elections

No state funds may be used for portal establishment; only federal funds and grants are authorized; act takes effect January 1, 2027
