Served on the Judiciary and Labor Committees and authored Rhode Island's Good Driving Statute, which allows drivers with a clean three-year record to have minor moving violations dismissed

Operated a private law practice in Warwick and graduated from University of Rhode Island and New England School of Law

Secretary of State directed to transmit certified copies of the resolution to Donelan's family, including his wife Akane Shirai, sister Carol Paquette, and stepson Kent Shirai
