Assigns the Department of Environmental Management responsibility for maintaining and repairing all state-owned or operated boat ramps, docks, piers, and related in-water structures

Creates a "public boat ramps and docks" restricted receipt account funded by fees collected for use of state boat ramps and docks

Requires DEM to establish by regulation what percentage of collected fees will be deposited into the restricted receipt account

Directs DEM to promulgate rules delineating the division of ownership, maintenance, and repair responsibilities between municipalities and the state

Takes effect upon passage
