Mandates commercial insurers and Medicare Advantage plans align primary care reimbursement rates with Massachusetts and Connecticut levels (approximately 29% higher), with 15% increase by January 1, 2027 and full alignment by July 1, 2027

Takes effect January 1, 2027, with EOHHS required to submit federal payment preprints, update MCO contracts, and issue annual reports on access, retention, and cost savings
