Expands Rhode Island Promise Scholarship eligibility to include students pursuing accredited certificates at the Community College of Rhode Island, in addition to those seeking associate's degrees

Allows students who enrolled at another postsecondary institution for only one semester after high school to transfer to CCRI and still qualify for the scholarship

Permits students to defer initial enrollment at CCRI for one semester with an approved written request and reason while maintaining scholarship eligibility

Students with disabilities may receive accommodations including part-time enrollment, high school completion by age 21, and extended time beyond two years to complete certificates or degrees
