Adds menthol to the list of prohibited "characterizing flavors" for electronic nicotine-delivery system (vaping) products in Rhode Island, removing its previous exemption alongside tobacco flavor

Prohibits the sale, offer for sale, or possession with intent to sell menthol-flavored vaping products to consumers within the state

Maintains exemption for compassion centers and licensed cannabis cultivators registered with the Department of Business Regulation, except for products containing tobacco or nicotine

Takes effect immediately upon passage
