Establishes the Medical Primary Care Scholarship Program administered by the Department of Health director in consultation with the commissioner of postsecondary education, effective July 1, 2026

Provides up to 5 new scholarships annually in each category: medical school ($70,000/year for 4 years), nurse practitioner ($47,000/year for 2 years), and physician assistant ($47,000/year for 2 years)

Requires scholarship recipients to work in Rhode Island providing primary care services for 2 years for each year of scholarship funding received; full compliance results in complete loan forgiveness

Appropriates $1,000,000 for fiscal year 2026-2027, funded by $500,000 transferred from the Wavemaker Fellowships Program and $500,000 from the general treasury

Recipients who fail to complete their education or service obligation must repay all scholarship funds with interest; the attorney general is authorized to pursue recovery of amounts owed
