Moves Rhode Island's primary election date from the 8th Tuesday to the 9th Tuesday preceding biennial state elections, with a provision to hold it on Wednesday if the 9th Tuesday falls the day after Labor Day.

Changes candidacy declaration filing periods from the last Monday-Wednesday in June to specific days calculated relative to the primary date (77th-78th or 78th-79th days before primary).

Extends deadlines for nomination paper submission from the 60th to the 61st day before primary, and filing deadlines from the 54th to the 55th day before primary.

Increases the filing deadline for independent presidential candidates and minor party presidential candidates from 60 days to 67 days before the general election.

Takes effect January 1, 2028.
