Repeals Rhode Island General Laws § 34-7-4, which currently prohibits acquiring a right of footway (pedestrian path) through prescription or adverse use

Under current law, footway rights can only be claimed if connected to a right to pass with carriages; this bill removes that restriction

Allows pedestrian easements to be established through adverse possession, similar to other property rights acquired through long-term continuous use

Takes effect immediately upon passage
