Rhode Island would be prohibited from opting into the federal school voucher tax credit program for contributions to scholarship-granting organizations established under Pub. L. 119-21, § 70411 (2025) without dual approval from both the General Assembly and the Governor.

The Governor is specifically barred from opting in or transmitting a list of scholarship-granting organizations for the federal program unless the General Assembly has passed authorizing legislation signed by the Governor.

The bill amends Section 16-7-23 of the General Laws governing Foundation Level School Support by adding a new subsection (e) with these requirements.

The act would take effect immediately upon passage.
