Establishes a "commercial sex buyer's accountability program" providing education on prostitution, human trafficking, health risks, and legal consequences for individuals convicted of soliciting prostitution

Requires mandatory participation in the program and a $1,000 fee for anyone found guilty, pleading nolo contendere, or convicted under sections 11-34.1-3 (procurement of sexual conduct for a fee) or 11-34.1-6 (soliciting from motor vehicles)

Programs must be established within 6 months of the act's passage by local governmental entities alone or in partnership with nonprofits, with attorney general approval required

Distributes the $1,000 fee as follows: $600 to the crime victim compensation fund, $300 to the approved program provider, and $100 to the arresting law enforcement agency

Takes effect upon passage
