Allows Rhode Island residents aged 21 and older to carry a concealed handgun without a permit if they are not otherwise prohibited from possessing a firearm

Requires carriers to possess a certificate of shooting qualification from an NRA instructor or police range officer, with the certification no more than 4 years old

Requires carriers to hold a pistol/revolver safety certificate or hunter safety certificate issued or recognized by the Rhode Island Department of Environmental Management

Requires carriers to have valid government-issued photo identification in their possession and present it immediately upon demand by law enforcement

Takes effect upon passage and amends existing weapons statutes (§§ 11-47-8 and 11-47-10)
