Establishes a formal review and appeal process for individuals denied a concealed carry handgun permit under §§ 11-47-11 or 11-47-18

Applicants must submit a written request to reconsider within 15 days of denial; the licensing authority or attorney general must hold an in-person meeting within 14 days to review the decision

Written denials must state specific reasons and evidence for the denial; a decision must be mailed within 7 days after the reconsideration meeting

Applicants may appeal to superior court within 15 days for a trial de novo before a judge without jury; all proceedings remain confidential unless the applicant requests a public hearing

Courts may award attorneys' fees and costs to prevailing applicants if the denial lacked a good faith basis or justiciable issue
