Requires a $10 surcharge on subsequent registration renewals, allocated entirely to the Friends of the Historic Narragansett Towers

Plates cannot be produced until minimum prepaid order requirements under existing law (§ 31-3-117) are met, with initial orders handled by the nonprofit

Organization must submit annual accounting reports before receiving funds and must use Rhode Island-sourced funds for Rhode Island-based charitable purposes
