Creates a special motor vehicle registration plate for Real Access Motivates Progress, a 501(c)(3) nonprofit organization focused on accessibility programs

Requires a $40 issuance surcharge in addition to regular registration fees, split evenly between the state general fund ($20) and the nonprofit ($20)

Imposes a $10 surcharge on subsequent registration renewals, allocated entirely to Real Access Motivates Progress

Plate design must be created by the nonprofit in conjunction with the Division of Motor Vehicles and approved by Rhode Island State Police

Takes effect six months after passage, with plates subject to minimum prepaid order requirements before production begins
