Requires licensed mental health professionals to obtain written informed consent from patients before using AI tools that record or transcribe therapeutic sessions, specifically disclosing that AI will be used and its purpose

Prohibits AI from making independent therapeutic decisions, directly interacting with clients in therapeutic communication, generating treatment plans, or detecting emotions/mental states

Mandates that all therapy or psychotherapy services offered in Rhode Island, including internet-based AI services, must be conducted by a state-licensed professional

Permits AI use only for administrative support (scheduling, billing) and supplementary support (maintaining records, analyzing anonymized data) under full professional supervision

Exempts religious counseling, peer support services, and self-help/educational materials from the chapter's requirements; authorizes the Director of Health to investigate violations and promulgate regulations
