Adds three new definitions to Rhode Island's Deceptive Trade Practices law: "claimant" (persons asserting rights under insurance policies), "insurer" (entities issuing or administering insurance contracts), and "insurance claim handling services" (investigation, adjustment, appraisal, negotiation, or settlement activities)

Expands the scope of the deceptive trade practices statute to explicitly cover insurance claim handling activities performed by insurers or their agents

Applies existing consumer protections against unfair and deceptive practices to the insurance claims process, allowing enforcement actions for violations

Takes effect immediately upon passage
