Requests the Executive Office of Health and Human Services (EOHHS) to adopt an electronic Preadmission Screening and Resident Review (PASRR) system, replacing Rhode Island's current paper-based process for evaluating individuals seeking admission to Medicaid-certified nursing facilities for serious mental illness or intellectual/developmental disabilities.

Rhode Island is one of the only states, if not the only state, that has not yet converted from paper-based to electronic PASRR submissions.

Directs EOHHS to investigate potential cost savings from entering into a Memorandum of Understanding with neighboring states to implement the system, and to explore grant funding and federal funding opportunities.

Requires implementation of the electronic PASRR system no later than January 1, 2027.

Aims to protect vulnerable individuals from unnecessary institutionalization, promote community-based care alternatives, and help shift resources from institutional care to community support services.
