Prohibits state and municipal government officials, agencies, and instrumentalities from entering into, renewing, or agreeing to any contract used to detain individuals for federal civil immigration violations

Bans intergovernmental services agreements and leases that would allow public property to be used for detaining or relocating individuals for federal civil immigration violations

Requires any state or municipal entity currently party to such an existing agreement to terminate it no later than July 1, 2026

Includes a severability clause ensuring that if any portion is found unconstitutional, the remainder of the law stays in effect

Takes effect immediately upon passage
