Requires all athletic teams at public schools and public higher education institutions (including NCAA, NAIA, and NJCAA members) to be designated as male, female, or coed based on biological sex.

Prohibits students of male biological sex from participating on athletic teams designated for females, women, or girls.

Allows disputed sex determinations to be resolved through a physician's statement based on reproductive anatomy, testosterone levels, and genetic analysis.

Creates private causes of action for students deprived of athletic opportunities, students subjected to retaliation for reporting violations, and schools harmed by violations, with a 2-year statute of limitations.

Protects schools and higher education institutions from adverse actions by government entities, licensing organizations, or athletic associations for maintaining sex-separated female teams.
