Prohibits any person from purchasing or taking possession of more than one firearm (pistol, rifle, or shotgun) within any 30-day period

Exempts federally licensed dealers, governmental entities, law enforcement officers, licensed private security companies, court-ordered transfers, estate/probate transfers, temporary rentals at shooting ranges, firearm training course participants, and licensed curio/relic collectors

First offense constitutes a misdemeanor punishable by up to 1 year imprisonment, a $500 fine, or both

Second or subsequent offenses constitute a felony punishable by up to 3 years imprisonment, a $3,000 fine, or both

Takes effect immediately upon passage
