Creates new felony crime of "unlawful interference with traffic" for standing, sitting, kneeling, or loitering on federal or state highways in a manner that interferes with or delays traffic

First offense: 1-3 years imprisonment with mandatory minimum 60 days without suspension, deferral, or probation

Second offense: 3-5 years imprisonment with mandatory minimum 1 year without suspension, deferral, or probation

Third offense: 5-10 years imprisonment with mandatory minimum 2 years without suspension, deferral, or probation

If conduct delays an emergency vehicle and results in death, penalty increases to 5-30 years imprisonment with mandatory minimum 5 years
