Authorizes the Attorney General and Department of Health to permit hospitals undergoing court-supervised insolvency proceedings (bankruptcy, receivership, or special mastership) to file for expedited conversion review under § 23-17.14-12.1(b)

Requires both departments to determine that permitting the expedited filing will not impede their ability to meet statutory requirements under the Hospital Conversions Act

Sets accelerated timeline: departments must notify public and provide opportunity to comment within 20 working days of receipt; final decisions must be rendered within 90 days of application acceptance

Expedited review provisions sunset one year from the act's effective date, though applications filed before the sunset date may continue through the review process
