Extends existing regulatory requirements for motor vehicle manufacturers to also apply to distributors and factory branches throughout Rhode Island's dealer franchise law

Requires manufacturers, distributors, and factory branches to allow dealers at least 180 days to submit warranty reimbursement claims and mandates claim approval or disapproval within 30 days of receipt

Expands warranty reimbursement at dealer retail rates to cover diagnostic work, campaign service, goodwill repairs, certified pre-owned warranties, recalls, and manufacturer service contracts

Requires compensation for warranty labor based on the dealer's effective non-warranty labor rate multiplied by the time guide or actual time spent, whichever applies

Mandates that chargeback notifications be sent by certified mail with return receipt, identifying specific claim procedures violated, and gives dealers 60 days to resubmit denied claims
